Course Description

Course Title
The title of this course is Introduction to FAR 15 Cost Proposals, Analysis & Negotiation: Understanding the Government’s Contracting Process

FAR is an abbreviation that stands for Federal Acquisition Regulation. The Federal Acquisition Regulation (FAR) is the primary regulation for use by all executive agencies in their acquisition of supplies and services with appropriated funds. The Department of Defense (DoD), GSA, and the National Aeronautics and Space Administration (NASA) jointly issue the FAR.

Scope
This course walks through the entire process of the federal government (USG): from receipt of the contractor’s (KTR) certified cost or pricing data, to cost analysis of said data, all the way through completion of negotiations.

Perspective
This course is presented from the perspective of a Cost/Price Analyst working at a Buying Command within the Department of Defense (DoD), sometimes informally referred to as a “Contract Shop”, although much of the information is applicable to other federal agencies.

Goal
The goal of this training is to help private companies gain an understanding of the government’s requirements and expectations on cost data, cost analysis, & cost-based negotiations, and how to meet them.

Benefits
The benefits of having your workforce complete this training include smoother negotiations, faster contract awards, improved relations with your customer, and an increased likelihood of passing DCAA audits.

Suggested
This course is recommended for the following job categories: Contract Administrators & Managers, Buyers & Purchasers, Price Analysts, Cost Estimators, Program Managers, Financial Analysts, Comptrollers, Subcontract Administrators, and Plant Mangers.

I felt it was a good introduction to contracting for someone with no experience in this field. I'm an avid note taker and referred to the dialog box quite a bit. I found there to be several discrepancies with acronyms, spellings, incomplete sentences etc. All-in-all, it was a good course!

By Nathaniel Thompson on 1/8/2026

I'm glad the instructor was very knowledgeable and spoke slowly. However, the transcript misspelled acronyms and other terms spoken by the instructor. I expected the transcript to be word for word of what the instructor said.

Great course! Concepts were explained in a way that is easy to understand and apply to day-to-day tasks. Will definitely come back to review course material when needed.

Very informative course. This gave me a basic understanding of government cost proposals and their components. If you're preparing to work for a defense contractor or government the course is worth the money.

I enjoyed how the instructor spoke clearly and slowing making the content super easy to follow and understand. I also enjoyed the content. I gained an in depth knowledge of the process and I am more informed than prior to taking this course.

This module presentation is very informative of COPD and governmental contracting procurement processes. This is very good informative information for all taxpayers to be aware of.

By Anonymized User on 7/25/2024

The information was good, but very surface level, even for an introductory course. Things like negotiations, which were not at all informative, could have been sacrificed for more time spent on the details of how to create a proposal.

Great information! In my career, I have had to conduct several pricing reviews as a prime contractor. Most of my training in the past came from 1). reading the FAR, 2). just conducting the analysis the most thorough way I seen fit, and 3). pure trial and error. I am stepping back into a pricing role and wanted to do a review to see what all has changed and maybe have a bit more of a formal training. This course is worth its weight in gold to any government contractor that works with subcontractors or prepares cost proposals and basis of estimates. I have completed this training twice and utilized the knowledge I gained from this course along with my current processes and developed a good process for reviewing proposals going forward. I truly appreciate the time that went into this course and I hope others that do business with the government will take time to attend the course. It will enhance your proposal process.

You probably want to watch this 10 more times before you tell others you know and understand the FAR. It wasn't bad, just a lot of information that you need to be aware of. What's easy anyway?

By Jeremy Gillespie on 1/13/2022

I found this course to be helpful and in-depth. Mr. Lehman clearly has depth of experience in cost and pricing topics and it is well articulated in this course. If you're new to FAR 15 and looking for more information like I was, this is a great course.
